[August 13 Update — Meta Analysis] Luara is the centerpiece. Her serpent blades now strike at a rate tied to her Attack Speed instead of her skill level, and every third strike counts as a Basic Attack — meaning Attack Speed directly converts into both hit volume and on-hit item procs. That is worth rebuilding her item path around. In exchange, each individual blade strike was cut by over a third, so she is no longer a hero who wins on raw per-hit numbers. Her Skill 2 also gained a pull, which lets a marksman set up her own engage rather than waiting for one. Among marksmen, Meng Ya and Hou Yi came down. Meng Ya loses roughly 9% per shot on his barrage, and since that skill lands dozens of shots per channel, the loss compounds across the whole spray. Hou Yi's Arrow Volley is a second shorter and its maxed base damage is lower, though rank 1 actually improved. Both are sustained-fire carries, so expect ranged damage over time to cool off across the board. The melee side gained. Xuance's Ultimate hit much harder when cast without a hunting mark, which patches the exact gap that used to punish a missed hook. Fatih and Dharma both received healing increases that let them stay in extended brawls longer. On the support side, Sakeer's flat healing dropped about 17%, which hurts most before his items come online. Taken together, the patch tilts the game away from grinding enemies down from range and toward compositions that can step forward and win the brawl.
